Once the backbone of national mobility, Mexico’s railways fell into decline during the late 20th century as highways and air routes took precedence. Yet the rails never disappeared entirely. Freight continued to roll across the country, sustained by a deep reservoir of technical expertise. Now, as new passenger projects emerge, that legacy is being repurposed—not only to move people, but to reshape how they experience the country itself.
The Chepe Express, which traverses the dramatic Copper Canyon region in northern Mexico, and the Tren Maya, currently under construction across the Yucatán Peninsula, are emblematic of this shift. Both projects are designed with tourism in mind, linking visitors to landscapes and heritage sites while invoking a slower, more immersive form of travel. They also reflect a broader revaluation of rail not merely as infrastructure, but as cultural expression—an assertion that mobility can be meaningful as well as efficient.
Mexico’s rail revival is not starting from scratch. The country once boasted one of Latin America’s most extensive rail networks, and while passenger service diminished sharply after privatization in the 1990s, technical know-how endured. Today, this institutional memory is being drawn upon to support new ventures. Engineers and operators trained in freight logistics are adapting their skills to passenger contexts, while vintage rolling stock and restored stations are finding new roles in regional tourism strategies.

Cities such as Guadalajara, Puebla, and Aguascalientes are integrating railway museums and historical exhibits into broader cultural programming. In Chihuahua, where the Chepe Express begins its route, communities along the line have become partners in preserving rail heritage and developing artisanal commerce linked to train tourism. These efforts are often modest in scale—some rely on volunteer labor or limited public funding—but they signal a growing recognition that rail is part of Mexico’s cultural fabric.
The Tren Maya, spanning five southeastern states, aims to connect archaeological zones and beach resorts while promoting regional development. Yet it also illustrates the tensions inherent in large-scale infrastructure. Critics have raised concerns about environmental disruption and the displacement of local communities. As with other flagship projects, its long-term success may depend not only on engineering but on how equitably benefits are distributed along the route.
Beyond cultural symbolism, rail travel offers practical advantages in an era of climate concern. Trains typically produce fewer emissions per passenger than cars or planes, positioning them as a lower-impact alternative for domestic tourism. Whether this potential can be fully realized depends on sustained investment—not only in tracks and trains, but in the institutions that support them.
Mexico’s renewed interest in rail mirrors a wider trend across Latin America, where countries are reconsidering trains as tools for both heritage preservation and economic opportunity.
